VXI open URL

Title: VXI open URL

I am executing a VXI session, and when I specify a local vxml file,
it executes successfully.  When I specify a HTTP url, it was failing.
For the case of a local file, it appends:
       
        file://[current_directory]/

correctly to the filename, and it works.  But when I specify
a real URL (http://host/path/file), it is still trying to append
file://currentdir.   After some debugging, it seems that it has
something to do with Execont::current_baseurl not being set.

Is there some property that I need to set?
