Open VXI 1.3 released

A new release version 1.3 of the Open VXI is now available for download from
the web at www.speech.cs.cmu.edu/openvxi .

New features include:
    - Now compiles on Linux
    - Examples of object implementation
    - Several bug fixes

In other news, with version 1.5 we plan to move from an API based architecture
to one using passed in interface objects to allow late binding and multiple
interface execution.
